ISCAP Appeals 2013-004 & 2019-020

On January 14 and August 30, 2026, the ISCAP affirmed two CIA Glomar decisions. In both instances, the requester received notice from the Information and Privacy Coordinator that the CIA could neither confirm nor deny the existence or nonexistence of the records responsive to their requests, in accordance with Executive Order 13526 (Section 3.6[a]) and other relevant acts including Section 6 of the CIA Act of 1949 and section 102A(i)(1) of the National Security Act of 1947. Both requesters appealed their decision to the Agency Release Panel at the CIA, and the ARP affirmed the Information and Privacy Coordinators’ prior decision. Finally, both appealed to the ISCAP, and the ISCAP voted to affirm the agency’s decision to neither confirm nor deny the existence or non-existence of these records.

The first request they received involved the declassification review of records from the CIA concerning interview reports that deal with two Soviet officers who served in special nuclear-missile logistics units known as PRTB, specifically: reports from 1979-1980, on source DS-339 service as warrant officer in 45 PRTB V/Ch 11649 at base Torgau, Soviet Group, former East Germany; and reports issued 1989-early 1990s, on Soviet field grade officer serving in one PRTB, Soviet Group, former East Germany, who also identified other nuclear-missile logistics units in this group. The second request they received involved the declassification review of records from the CIA relating to “the CIA’s contacts with former Lithuanian agents in the early 1990s and all documentation related to the CIA’s visit to Lithuania in 1992 to debrief Sirvys and any other potential former agents.”
