On September 28, 2026, Michael D. Thomas, Director of the Information Security Oversight Office (ISOO), signed ISOO Notice 2026-09: Guidance on Use of Classification Authority Block on SF 700.
This ISOO Notice clarifies guidance on use of the classification authority block on the Standard Form 700 (SF 700). This guidance highlights the purpose of a classification authority block generally under 32 CFR 2001, the existing elements of the SF 700, and that agencies may apply their own risk mitigation strategies to determine whether to require the additional application of a classification authority block on the SF 700.
