ISCAP Appeal 2019-056

On March 16th, 2026, the ISCAP released one document from the Lyndon B. Johnson Presidential Library. This document contains pictures, blueprints, and facility reports of different sites surveyed for Project Greek Island. The ISCAP decided to declassify some portions and affirm the classification of other portions of this originally Confidential document.

Project Greek Island was the codename for the existence of an underground nuclear fallout shelter that was to house all members of Congress and their staff in case of a nuclear attack, ensuring the continued functionality of the government. The Cuban Revolution and the Cuban missile crisis prompted the government to create an emergency relocation facility. Multiple sites were looked at and considered before the Greenbrier Resort in White Sulphur Springs, West Virginia was chosen. The agreement with the Greenbrier owners was that the entire resort would be converted for government use should there be an international crisis requiring the relocation of Congress. The facility remained active and secret until 1992 when it was decommissioned after being exposed by Ted Gup of the Washington Post.
