ISCAP Appeal 2016-138

On March 16th, 2026, the ISCAP released this document from the Lyndon B. Johnson Presidential Library. These two documents are a memorandum and an attachment from the CIA to the President just days before the kickoff of the Six-Day War. Document 1, the memo, summarizes document 2, a personal conversation DCI Richard Helms had with the Chief of Israeli Intelligence Service, General Meir Amit. These documents convey Israeli preparedness to strike, as well as their confidence in winning a conflict against Egypt. Israel did not want anything from the US other than weapons, diplomatic support, and to keep the Soviet Union out of the conflict. The ISCAP decided to declassify these Secret documents in their entirety.

In May of 1967, Gamal Abdel Nasser of Egypt sent his forces into the Sinai Peninsula and expelled the United Nations Emergency Force (UNEF). A few days later, he ordered the Straits of Tiran closed to Israeli shipping, a move Israel considered an act of war. Nasser had adopted a strong anti-Zionist stance and expressed his desire to destroy Israel. Nasser made an alliance with King Hussein of Jordan and together created a unified Arab command against Israel. This was the build up to the Six-Day War.
