ISCAP Appeal 2012-003

On March 16th, 2026, the ISCAP released a 13-page document from the Central Intelligence Agency (CIA). This document is a translated top secret military directive issued by the Minister of Defense of the Soviet Union in 1977. They celebrated the successful result of winter training, as well as the deficiencies found in the Soviet military districts, forces, and fleets. The ISCAP decided to declassify this secret document in its entirety, with some information identified for continued holding under CIA Statute.

In 1977 the US and the Soviet Union were deeply embroiled in the Cold War. 1977 also marked the beginning of the end of Detente between the two countries. During this period, the Soviet Union began to aggressively modernize their military to achieve parity or superiority over the US. The focus was on deploying Multiple Independently Targetable Re-entry Vehicle (MIRV) capable Inter-Continental Ballistic Missiles (ICBMs), improving Submarine-Launched Ballistic Missiles (SLBMs), and upgrading their conventional forces with third generation fighters.
