On July 9, 2026, Michael Thomas, Director of the Information Security Oversight Office (ISOO), signed ISOO Notice 2026-03: Updated Department of State Declassification Referral Waiver. This Notice provides updated guidance to declassification reviewers across the Federal Government on what historical information should—and should not—be referred to the Department of State in the course of reviews required by Executive Order 13526, to include Automatic Declassification, Systematic Declassification, and Mandatory Declassification Reviews. Note this also applies to those requests made under the Freedom of Information Act.
