As discussed in ISOO Notice 2021-01: General Services Administration (GSA) Approved Security Equipment (https://www.archives.gov/files/isoo/notices/isoo-notice-2021-01-rescd-approval-pre-1989-gsa-safes-final.pdf), the General Services Administration (GSA) has determined that agencies must phase out use of all GSA-approved security containers and vault doors manufactured from 1954 through 1989, aka black labels, to store classified information and materials.
This phase out plan has been updated for vault doors with ISOO Notice 2022-03: General Services Administration (GSA) Approved Security Equipment (https://www.archives.gov/files/isoo/notices/isoo-notice-2022-03.pdf).
The phase-out plan outlined in ISOO Notice 2021-01 for all GSA-approved security containers and vault doors manufactured prior to 1989 (black labels) did not allow enough time for the costs and complexity of replacing vault doors. The requirements in ISOO Notice 2021-01 remain in effect. The phase-out of all black label vault doors has been extended until October 1, 2035.
