The amendment only applies to those NISP contractors under Department of Defense (DoD) security cognizance with regard to reporting and pre-approval of unofficial foreign travel 18 months after the February 24, 2021 rule effective date (i.e., August 24, 2022).
Overall compliance effective date for NISPOM Rule compliance by NISP contractors continues to be August 24, 2021.
The Defense Counterintelligence and Security Agency (DCSA) posted an Industrial Security Letter (ISL) providing Cognizant Security Agency (CSA)/DoD clarification on Security Executive Agent Directive (SEAD) 3, “Reporting Requirements for Personnel with Access to Classified Information or Who Hold a Sensitive Position” and adverse information reporting to those NISP contractors under its oversight and resources for implementation, which is located at https://www.dcsa.mil/Portals/91/Documents/CTP/tools/ISL2021-02_SEAD-3.pdf.
