ISOO Overview

ISOO Requires Agency Data Submissions Due on December 4, 2020

The deadline for federal agencies to submit their responses to the FY 2020 ISOO data collection effort is Friday, December 4, 2020.  Submissions should be sent to Mr. Adam Huddleston, Senior Program Analyst, at adam.huddleston@nara.gov

In FY 2018, ISOO embarked on a multiyear effort to reform how it collects data from Federal agencies, intending to issue a  new data collection questionnaire in FY 2020. However, due to the COVID-19 public health emergency, and in accordance with E.O. 13526, “Classified National Security Information” and 32 CFR Part 2001.90, ISOO delayed deployment of the new comprehensive data collection questionnaire until FY 2021, and modified this year’s reporting requirements to a small number of elements. On August 14th, the Director of ISOO signed a memorandum to Senior Agency Officials (SAOs) Designated under Section 5.4(d) of Executive Order (E.O.) 13526, “Classified National Security Information.” This memorandum waived the submission of both the Standard Form (SF) 311(Agency Security Classification Management Program Data), and SF 716 (Agency Security Classification Costs Estimates) for FY 2020.

Agencies should complete and submit the small number of reporting elements detailed in the August 14, 2020 memorandum to replace both the SF 311 and SF 716 by Friday, December 4, 2020. Agencies with questions should contact Adam Huddleston using the email address listed above.

ISOO continues progress on improving the new data collection questionnaire for use in FY 2021. As a reminder, the memorandum from the Director of ISOO that includes the above direction to agencies may be found at: https://www.archives.gov/files/isoo/reports/fy-2020-isoo-data-collection-memo-and-enclosure-1-.pdf.
